The Voice Portal Access feature allows you to enable or disable access to the end user portal for each user.
Voice Portal access is required for BCC users with an Advanced or Professional feature plan, so the setting cannot be modified. However, it's is optional for BCC users with a Standard feature plan and all Cloud PBX users. Additionally, an email address is only required for users who have Voice Portal access. So, turn it ON for those who need it and leave it OFF for those who don't.
To modify a user's access to the end user portal, go to Users > Edit > Settings tab. The process is slightly different when creating a user (BCC or CPBX), but the functionality is the same.
Business Cloud Communications Users
In User > Settings, scroll down to Feature Plan & User Type and switch the Voice Portal Access toggle on or off, then click [Save].

When toggled on, the user has access to the end user portal, and the Email and Username fields under User Information are required.

Cloud PBX Users
In User > Settings, scroll down to Voice Portal, check or uncheck the box for Enable Voice Portal access, then click [Save].

Disable Voice Portal Access
The user does not have access to the end user portal, and the Email field is optional.
